Am pretty sure the counterweights on an empty 'bench' are heavier than the ride itself. i.e. without manual brakes, it naturally rotates to the top. A while back the manual brakes failed on a zamperla 'crazy bus' during a power failure causing it to rise to the top. (right when a mother and child were half way through exiting the ride) no one was harmed.most operators swing the row of seats up to the top while the machine isn't operating and lock it up there

this makes sense too. Probably a combination of both reasons depending on the make.i think people put it up top to stop public jumping on it while closed
